Dr Matthews Phiri

Manager, Strategy Office

Dr Matthews Lebogang Phiri is the Manager, Strategy Office responsible for chiefly Strategy Development and Management in the Human Resource Development Council (HRDC) a position that directly reports to the Chief Executive Officer (CEO). He holds a Doctorate in Business Administration from the Atlantic International University (USA), Masters in Business Administration (MBA) from North West University, South Africa and a Bachelor’s Degree in Economics and Statistics from the University of Botswana (UB). His key profession is in the fields of Economics and Development Planning, conducting and management of Research and Strategic Planning and Project Management as well as monitoring and evaluation. He is a Certified Balanced Scorecard Practitioner (CBSP) by Palladium Group (USA).

Dr Phiri has worked in Local Government as a District Officer responsible for Development Planning and Coordination. Furthermore, he has worked as a Senior Researcher at the then Ministry of Education and Skills Development (MoESD) including being an Executive Coordinator at Botswana Training Authority (BOTA). Dr Phiri has been involved in managing projects which includes District Development Planning, Education Public Expenditure Review, Graduate Tracer Studies and National Skills Forecasts.

He was the Chairperson of the Botswana Labour Market Observatory Committee during its development and first launch.  He is also the Botswana UNESCO-UNEVOC Coordinator HRDC Focal Person and also the UNESCO-UNEVOC Coordinator for Southern Africa. He has represented the HRDC in many other national and international endeavours including the facilitation of training of Batswana women from rural areas in India Barefoot College. The training was on sustainable life skills such as Solar Lighting, Water Harvesting and Conservation.
